Washington, D.C. — The United States has reaffirmed its longstanding recognition of the sovereignty, unity, and territorial integrity of the Federal Republic of Somalia, explicitly stating that Somaliland remains part of Somalia’s internationally recognised borders. The position was outlined in a newly released report submitted by the U.S. Department of State to Congress on potential areas for enhanced engagement with Somaliland

The report makes Washington’s position clear from the outset, declaring that the United States recognises the sovereignty and territorial integrity of the Federal Republic of Somalia, including the Somaliland region. While the report explores opportunities for greater cooperation with Somaliland authorities, it emphasises that all such engagement takes place within the framework of U.S. support for Somalia’s unity and internationally recognised borders.

According to the report, the United States sees Somaliland as an important partner in areas such as security cooperation, diplomacy, trade, and investment. However, Washington stressed that cooperation with Somaliland does not alter its official policy regarding Somalia’s territorial integrity.

The document further notes that the U.S. Embassy in Mogadishu maintains regular engagement with Somaliland authorities on matters of mutual interest, including security, humanitarian assistance, and economic issues. The report also states that U.S. government travel to Somaliland is subject to the same security requirements applied elsewhere in Somalia, reflecting Washington’s treatment of Somaliland as part of the Federal Republic of Somalia.

On economic matters, the report highlights Somaliland’s strategic location and infrastructure projects, including the Port of Berbera and Berbera Airport, as areas that could present future opportunities for U.S. investment. Nevertheless, it warns that unresolved political disputes over Somaliland’s status and its relationship with federal authorities continue to pose challenges for investment, banking, and trade.

The latest report is being viewed as a significant diplomatic reaffirmation of U.S. policy toward Somalia. While Washington is exploring practical cooperation with Somaliland, the report leaves no ambiguity regarding U.S. recognition of Somalia’s sovereignty and territorial integrity. The message aligns with the broader international consensus that supports Somalia’s unity and internationally recognized borders.
